The 1977–78 Eerste Divisie was the Netherlands’ second-tier football league. Nineteen teams competed that season.
Champions and promotions
- PEC Zwolle were the champions and were promoted to the Eredivisie.
- MVV Maastricht also earned promotion through the promotion playoffs.
New entrants
- FC Eindhoven and De Graafschap joined the Eerste Divisie after being relegated from the Eredivisie.

- MVV Maastricht won the playoff and joined PEC Zwolle in the Eredivisie for the next season.
