Poon Chi-fai, JP, born on 6 December 1951 in Hong Kong, is a former Hong Kong politician. He served as a member of the Legislative Council (LegCo) from 1985 to 1991, representing the Kowloon East/Kun Tong area. He studied economics at North Carolina A&T State University (BSc) and earned a Master of Urban and Regional Planning from Virginia Tech. Poon worked as a public relations consultant for Kowloon Motor Bus and began community service in 1979, joining the Kwun Tong district committees. He became a Kwun Tong District Board member in 1985 and was elected to LegCo in the first indirect election in 1985, with re-election in 1988. He served on the Standing Commission on Civil Service Salaries and Conditions of Service and the Citizen Advisory Committee on Community Relations for the ICAC. In the 1991 direct election, he was defeated by pro-democracy candidates Szeto Wah and Fred Li of the United Democrats of Hong Kong and Meeting Point alliance. Poon was a member of the Progressive Hong Kong Society in the 1980s and worked as a public relations consultant.
