Green Panthers is a United States cannabis rights advocacy group. It was founded in Washington, D.C., in 1990 by Terry Mitchell and Loey Glover. In 1993, the group moved its headquarters to Cincinnati, Ohio. The Green Panthers’ flag is a white field with a green cannabis leaf.

In the 1990s, Green Panthers published a newspaper called Revolutionary Times (originally Revolutionary Toker). The group helped organize Inhale to the Chief, a pro-marijuana rally for Bill Clinton’s inauguration at the White House in January 1993. They also coordinated national publicity for the San Marcos Seven Hemp City demonstration in June and July 1993.
