Enoh T. Ebong

Enoh Titilayo Ebong is a Nigerian-American attorney who led the United States Trade and Development Agency (USTDA) from 2022 to 2025. Born in Nigeria, she is the daughter of Ime James Ebong, a Nigerian government official. She earned a BA from the University of Pennsylvania's Annenberg School for Communication, an MA in history from the University of Edinburgh, and a JD from the University of Michigan Law School.

A member of the Massachusetts Bar, Ebong worked as a finance and business associate at Mintz, Levin from 1997 to 2004 before joining USTDA. At USTDA, she held multiple roles: attorney-advisor (2004-2007), regional sub-director for Sub-Saharan Africa (2007-2010), assistant general counsel (2008-2010), deputy general counsel (2010-2013), general counsel (2013-2015), acting director in 2017, and deputy director and CFO (2015-2019). She rejoined USTDA as CFO and acting director at the start of the Biden administration.

President Biden nominated her to lead USTDA on October 14, 2021; after a Senate hearing in December 2021 and a voice vote confirmation on March 31, 2022, she began serving as director on April 6, 2022. Ebong’s tenure continued until January 20, 2025.
